We are proud to welcome Shri Loknath Behera, Managing Director of Kochi Metro Rail Ltd, as the esteemed Special Guest & Speaker for the 5th edition of InnoMetro. We deeply appreciate his continued association with the event following his participation in the previous edition.
Shri Loknath Behera, a retired Indian Police Service (IPS) officer. He previously served as the State Police Chief and Director General of Police for Kerala.
In August 2021, the Government of Kerala appointed him as the Managing Director of Kochi Metro Rail Limited. Since assuming this role, Shri Loknath Behera has been actively involved in the progress and expansion of the Kochi Metro project, including the initial planning stages of Phase 3.
Recognising his contribution, the Kerala Government extended his tenure in 2024 by one year to ensure the effective execution of Phase 2 of the Kochi Metro Project.
In addition to this, Shri Loknath Behera has also been instrumental in the launch of India’s first Water Metro project in Kochi. Earlier in his career, during his tenure at the National Investigation Agency (NIA), he was awarded the President’s Police Medal for Distinguished Service in 2009, in recognition of his contributions to national security.

We are honoured to welcome Dr. Debolina Kundu, Director, Addl. Charge, and Professor at the National Institute of Urban Affairs (NIUA), as a Special Guest and Speaker at the 5th edition of InnoMetro.
With over 20 years of experience in the field of development studies, Dr. Kundu brings a wealth of knowledge on urban governance, migration, municipal finance, and inclusive urban development.
Dr. Debolina is a Ph.D. holder from Jawaharlal Nehru University and a doctoral fellow with the Indian Council of Social Science Research (ICSSR). She has contributed her expertise as a consultant to prominent institutions, including ADB, UNDP, UNESCAP, KfW, GIZ, LSE, and the Urban Institute (Washington), among others.
She currently serves as the Editor of Environment and Urbanisation Asia (SAGE) and Urban India (NIUA), and is the Country Investigator – India, for the GCRF Centre for Sustainable, Healthy and Learning Cities and Neighbourhoods (SHLC), funded by UK Research and Innovation.
Dr. Debolina’s participation at the 5th edition of InnoMetro, scheduled to take place on 21-22 May 2025 at Bharat Mandapam, will enrich the dialogue on smart & sustainable urban development in India.

An officer of the 1991 batch of the Indian Railway Service of Engineers (IRSE), Shri Singh brings extensive experience of over 3 decades in planning, executing, and managing large-scale railway infrastructure projects.
His academic credentials include a degree in Civil Engineering from MNIT Jaipur, a Master’s in Transportation from IIT Roorkee, an MBA from IIT Delhi, and a specialisation in Project and Infrastructure Finance from London Business School.
Over the years, he has played a key role in projects like the Aligarh-Ghaziabad 3rd line, Palwal-Bhuteshwar 3rd line, Palanpur-Samakhiali doubling, and Ahmedabad-Botad gauge conversion. In addition, he spearheaded feasibility studies for the Golden Quadrilateral High-Speed Rail project as CEO of HSRC.
Shri Singh’s insights will add valuable perspective on infrastructure delivery and operational strategies in the rail sector during the 5th edition of InnoMetro, scheduled to be held on 21-22 May 2025, Bharat Mandapam, Hall no.4, New Delhi.
